Analysis of the condition and needs of liberated territorial communities

The PROSTO project "Support to Accessibility of Services in Ukraine" has analyzed the situation in liberated communities of Ukraine, focusing on the humanitarian situation and the accessibility of administrative services.

The meeting was attended by representatives of the United Nations Development Programme (UNDP), Council of Europe, “Support to Decentralization in Ukraine”, SALAR International, and representatives of the Regional State Administrations of de-occupied regions.

The monitoring results were presented by Vasyl Sehin, the Policy Coordinator of the PROSTO project, during the Donor Board’s administrative services cluster meeting. Ihor Onishchuk, an expert of the "Support to Decentralization in Ukraine" project, presented analysis of the status of the implementation of local budgets for the first nine months of 2022.

Representatives of the Government, Verkhovna Rada of Ukraine, and the Embassy of Sweden in Ukraine made introductory remarks on the situation in de-occupied communities:

- Serhiy Sharshov, the Director General of the Directorate for Local Self-Government Development of Communities and Territories Development Ministry;

- Maryna Bobranitska, the Deputy Head of the Department – the Head of the Division for the Services’ Quality Monitoring and Digital Tools Development of the Ministry of Digital Transformation of Ukraine;

- Larysa Bilozir, a member of parliament and Head of the Verkhovna Rada Sub-committee on Administrative Services and Administrative Procedures;

- Adam Amberg, Head of Development Cooperation of the Swedish Embassy in Ukraine.

Based on the results of the monitoring and in coordination with partners, the PROSTO project "Support to Accessibility of Services in Ukraine" plans to provide crisis support to de-occupied communities in terms of improving the quality of delivery of services on local level.
