Balakliia hromada received a "mobile ASC"

The Swedish-Ukrainian project PROSTO continues to support hromadas in Kharkiv region. In the end of January Balakliia hromada received a car and two sets of equipment to provide services to citizens.

The choice of hromada was based on the results of  a monitoring and communication with de-occupied hromadas and in coordination with the Ministry of Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Digital Transformation, and Kharkiv Regional Military Administration. Criteria such as hromada's size, population, number of settlements, and safety were considered.

"Human-oriented principle is one of the main for us to implement in restoration. That is why we focus on satisfying the citizens' basic needs, which includes the services provided by ASC. By reconstructing basic social infrastructure in de-occupied communities, we are not only bringing life back, but also facilitating the return of Ukrainians who were forced to leave their homes," Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine, commented.

Maria Lindgren Saltanova, Deputy Head of Mission at the Swedish Embassy in Kyiv: "Recovery and restoration in hromadas is one of the key priorities for Swedish aid to Ukraine. Rapid recovery, high-quality coordination and cooperation at different levels are key factors for the return of normal life in the hromadas. I would also like to emphasise the importance of democratic involvement of residents in decision-making about the restoration of their hromadas. This is the best guarantee for effective, transparent and socially responsible processes".

The mobile service kit includes a laptop, a portable scanner, a laser printer, and a 4G Wi-Fi router. The car and the equipment cost UAH 834,000.

Vitalii Karabanov, head of Balakliia City Military Administration: "We thank the Swedish partners for the quick, much-needed support to restore residents' access to public services. The opportunity to provide services to citizens who for some reason cannot get to the service office on their own is a very important factor affecting the speed of recovery of society's vital activities".

13 de-occupied hromadas in Kharkiv region have received the first batch of crisis support from the project in December 2022, i.e.,  necessary equipment for resuming ASCs work worth UAH 1,140,000. PROSTO will continue to support the de-occupied hromadas in Kharkiv, Kherson, and Mykolaiv regions in 2023.
